A Managing Agent (MA) is a professional firm appointed by a Management Corporation Strata Title (MCST) under the Building Maintenance and Strata Management Act (BMSMA) to manage the day-to-day operations of a strata development. The MA acts under delegation from the management council (Section 67 of the BMSMA) and is responsible for maintenance coordination, financial reporting, AGM preparation, vendor management, resident communications, and statutory compliance. The MA does not replace the council — it executes the council's decisions and manages operations so that volunteer council members do not need to run the estate themselves.
BCA formally recognised two managing agent accreditation schemes in June 2021: the Association of Strata Managers (ASM) and the Association of Property and Facility Managers (APFM). BCA's own pilot study found that MCSTs are measurably more satisfied with the service performance of accredited managing agents compared to non-accredited ones. When shortlisting agents, confirm they hold ASM or APFM accreditation — this is the clearest signal that the firm meets the professional standards BCA considers adequate for managing strata developments. Under the BMSMA, a managing agent's contract may be for a period of up to 3 years, with renewal decided by the MCST at its Annual General Meeting (AGM). The contract can be terminated early if the MCST passes the necessary resolution at an AGM or Extraordinary General Meeting (EOGM), subject to any notice periods set out in the contract. If your current MA contract is expiring or your council wishes to review options, you can approach a new managing agent for a proposal before the AGM — we can provide a proposal and attend your AGM to answer council questions directly.
The Management Fund covers day-to-day operational expenses — cleaning, security, landscaping, utilities, and routine maintenance of common property. The Sinking Fund is reserved for major capital expenditure — repainting, waterproofing, lift replacement, facade repair, and structural works. Under the BMSMA, these two funds must be kept strictly separate and can only be used for their designated purposes. A managing agent is responsible for maintaining this separation and reporting both funds clearly in monthly financial statements. Commingling of funds is a common audit finding and a serious compliance failure.
The managing agent prepares all documentation required for the AGM or EOGM — the notice of meeting, agenda, audited financial statements, proposed budget, proxy forms, and council nomination forms — in compliance with the BMSMA's statutory timelines (typically 14 days' notice minimum). We also facilitate the meeting itself, prepare the minutes, and file any required notifications with BCA. For MCSTs holding their first AGM after changing managing agents, we manage the full transition including financial account handover from the previous agent.
Yes. We manage residential condominiums, commercial office buildings, industrial strata developments, and mixed-use properties. Commercial and industrial MCSTs have different operational demands from residential condos — different M&E requirements, different by-law considerations, and different subsidiary proprietor profiles. Non-accredited managing agents are not prohibited under Singapore law — there is no legal requirement for MCSTs to appoint only accredited agents. However, BCA's pilot study data makes the case clearly: MCSTs managed by accredited agents report significantly higher satisfaction with service performance. Non-accredited agents may lack the structured processes, professional development requirements, and accountability frameworks that accreditation demands. For an MCST with legal and financial obligations under the BMSMA, appointing an accredited managing agent is a meaningful risk mitigation measure.
