Everything Your MCST Needs — One Managing Agent

Managing an MCST means balancing legal compliance, financial governance, resident communications, maintenance coordination, and vendor management — simultaneously. Imperial Property Management takes all of it off your council's hands.

BMSMA Compliance & AGM Management

We handle AGM and EOGM preparation, statutory notices, council resolutions, and record-keeping in full compliance with the Building Maintenance and Strata Management Act.

Financial Governance

Monthly financial statements, strict Management Fund and Sinking Fund separation, budget preparation, sinking fund planning, and annual audit coordination — all BMSMA Section 37 compliant.

Maintenance Coordination

We coordinate all common property maintenance — M&E, civil, facade, lifts, HVAC — with vetted contractors, defined SLAs, and documented completion records your council can audit anytime.

AI-Assisted Operations

Our AI tools generate monthly property reports, flag maintenance issues before they escalate, and optimise contractor scheduling — replacing slow spreadsheets with real-time, actionable data for your council.

Vendor & Contractor Management

We source, vet, appoint, and supervise all service providers on behalf of your MCST — cleaning, security, landscaping, pest control, building maintenance — with competitive tendering and performance accountability.

Resident & Subsidiary Proprietor Communications

Notices, circulars, complaints handling, and by-law enforcement managed professionally — keeping residents informed and reducing the burden on volunteer council members.

The Imperial Difference: In-House Service Delivery

Most managing agents coordinate vendors. We deliver services directly — through our in-house Imperial Services team. No middleman markup. No accountability gap. One point of contact for your entire property.

Who We Work With

Unlike most managing agents who focus exclusively on residential condominiums, Imperial Property Management serves all strata property types across Singapore.

Residential condominium MCST management Singapore

Residential Condominiums

MCST councils managing condo estates — from boutique developments to large mixed-use residential properties. Full managing agent services under BMSMA.

Commercial building management Singapore

Commercial Buildings & Offices

Commercial strata developments, office buildings, and retail properties. Our commercial MCST experience means we understand the different compliance and operational demands of non-residential strata.

Industrial property MCST management Singapore

Industrial Properties

Industrial strata developments and factory estates. We serve factory owners, warehouse operators, and industrial MCST committees — a segment most managing agents do not specialise in.

Accreditations & Compliance

BCA's own pilot study found that MCSTs are measurably more satisfied with accredited managing agents. When selecting a managing agent, accreditation is the first filter — not the last. Imperial Property Management meets the standard.

BCA-Recognised Accreditation

We operate under the BCA's recognised accreditation framework for managing agents in Singapore (ASM). BCA's pilot study confirms: accredited managing agents consistently deliver higher MCST satisfaction.

BizSAFE Star

Highest level of Singapore's BizSAFE workplace safety programme — certifying our safety management system across all service operations.

ISO Certified

Certified to ISO 9001 (Quality Management) and ISO 45001 (Occupational Health & Safety) — structured, auditable processes across our entire operation.

BMSMA Compliance

Full compliance with the Building Maintenance and Strata Management Act — including fund separation (Management Fund vs Sinking Fund), AGM documentation, and Section 37 financial reporting.

    Frequently Asked Questions

What is a managing agent and what do they do for an MCST in Singapore?

A Managing Agent (MA) is a professional firm appointed by a Management Corporation Strata Title (MCST) under the Building Maintenance and Strata Management Act (BMSMA) to manage the day-to-day operations of a strata development. The MA acts under delegation from the management council (Section 67 of the BMSMA) and is responsible for maintenance coordination, financial reporting, AGM preparation, vendor management, resident communications, and statutory compliance. The MA does not replace the council — it executes the council's decisions and manages operations so that volunteer council members do not need to run the estate themselves.

What accreditations should I look for when hiring an MCST managing agent in Singapore?

BCA formally recognised two managing agent accreditation schemes in June 2021: the Association of Strata Managers (ASM) and the Association of Property and Facility Managers (APFM). BCA's own pilot study found that MCSTs are measurably more satisfied with the service performance of accredited managing agents compared to non-accredited ones. When shortlisting agents, confirm they hold ASM or APFM accreditation — this is the clearest signal that the firm meets the professional standards BCA considers adequate for managing strata developments. Imperial Property Management holds ASM accreditation.

How long is a managing agent's contract under the BMSMA and can it be terminated early?

Under the BMSMA, a managing agent's contract may be for a period of up to 3 years, with renewal decided by the MCST at its Annual General Meeting (AGM). The contract can be terminated early if the MCST passes the necessary resolution at an AGM or Extraordinary General Meeting (EOGM), subject to any notice periods set out in the contract. If your current MA contract is expiring or your council wishes to review options, you can approach a new managing agent for a proposal before the AGM — we can provide a proposal and attend your AGM to answer council questions directly.

What is the difference between the Management Fund and Sinking Fund under the BMSMA?

The Management Fund covers day-to-day operational expenses — cleaning, security, landscaping, utilities, and routine maintenance of common property. The Sinking Fund is reserved for major capital expenditure — repainting, waterproofing, lift replacement, facade repair, and structural works. Under the BMSMA, these two funds must be kept strictly separate and can only be used for their designated purposes. A managing agent is responsible for maintaining this separation and reporting both funds clearly in monthly financial statements. Commingling of funds is a common audit finding and a serious compliance failure.

How does a managing agent handle AGMs and EGMs for an MCST in Singapore?

The managing agent prepares all documentation required for the AGM or EOGM — the notice of meeting, agenda, audited financial statements, proposed budget, proxy forms, and council nomination forms — in compliance with the BMSMA's statutory timelines (typically 14 days' notice minimum). We also facilitate the meeting itself, prepare the minutes, and file any required notifications with BCA. For MCSTs holding their first AGM after changing managing agents, we manage the full transition including financial account handover from the previous agent.

Can Imperial Property Management manage both residential and commercial MCSTs?

Yes. We manage residential condominiums, commercial office buildings, industrial strata developments, and mixed-use properties. Commercial and industrial MCSTs have different operational demands from residential condos — different M&E requirements, different by-law considerations, and different subsidiary proprietor profiles. Our experience across all three property types means we are not applying a residential-only template to your commercial or industrial MCST.

What happens if an MCST's managing agent is not BCA-accredited?

Non-accredited managing agents are not prohibited under Singapore law — there is no legal requirement for MCSTs to appoint only accredited agents. However, BCA's pilot study data makes the case clearly: MCSTs managed by accredited agents report significantly higher satisfaction with service performance. Non-accredited agents may lack the structured processes, professional development requirements, and accountability frameworks that accreditation demands. For an MCST with legal and financial obligations under the BMSMA, appointing an accredited managing agent is a meaningful risk mitigation measure.
